Explanation of New Requirement on APT-Level Review Committees

Explanation of why there is a new requirement to have at least one external member on the review committees for faculty reviews that will go before the APT committee:

"The primary rationale for the new APT requirement that all tenure/promotion committees include at least one member from outside the primary reviewing unit is to ensure that review committees are being fully objective and unbiased in their assessment of the candidate’s credentials. Outside committee members are not expected to carry the same burden of participating in writing review committee reports as internal members. External members are expected, however, to (1) help assure the context of the review can be appreciated by non-specialists who will evaluate the dossier during the APT process; (2) attend all meetings of the committee; and (3) vote with the committee on its recommendation.”
